How can I get the natural disaster evacuation upgrade?

web site says will cover hurricanes. what about other natural disasters, which cannot be anticipated ?
and if this requires an upgrade, what is the adder ?

On the Elite plan, if you add Non-Medical Evacuation + Search & Rescue, it already includes Natural Disaster Evacuation, along with Search & Rescue and Political/Security Evacuation.
